The first person to manifest a Quirk was a newborn baby in the city of Dawnguard, who had the ability to emanate light from their body. After that incident, many people around the world began to manifest different kinds of special abilities. While the cause of the Quirk phenomenon is unknown, it has been theorized that the spread of a virus carried by mice had brought about their development. Currently, around 95% of the world population possesses a Quirk.[break][break]
The dawn of this extraordinary era was marred by a breakdown of society caused by the sudden onslaught of criminals empowered by their newfound "superpowers". These superpowers were first referred to as meta abilities before later being called Quirks. As chaos and unrest ensued due to the outbreak of Quirks, ordinary civilians with their own Quirks decided to take matters into their own hands to bring order to society and thus the first "heroes" appeared in the form of Vigilantes and thus beginning the Vigilantes Era. It was during this time that the police force had to make a decision to either step back and allow the vigilantes to take over the quirk using criminals or to use their own quirks. They decided to step up and authorize the use of quirks to stop criminals officially outlawing vigilantes.
During this time even lawmakers were against the police force using their quirk and were actively trying to appeal their decision. Because of this the police force had their hands tied in many situations allowing criminals to run rampant. The vigilantes who were the main defense against quirk criminals were still officially illegal and had to do most of their crime fighting on guard when there were no police around. Because of this villains (as they were beginning to be called) had much more quirk freedom than those that would try to stop them. This was due to both the police force not being able to get an official sanction to use their quirks while on the job, while also actively going after vigilantes whose ranks were thinning as they did not wish to be considered criminals, and the fact that the police force and others were opposing the governments proposal to make quirk usage illegal in public.[break][break]
This culminated when the red clay mountain range crisis happened. A group of villains had decided to create a hideout within the mountain range and upon finding out the police force made moves to storm the place. However, unbeknownst to them the remaining vigilantes in that area had the same idea. It was an all out battle between the three groups and the villains had the upper hand as they were the only ones who could freely use their quirk. Due to this the police squad and the vigilantes were captured and held as hostages for three months. The police force used this to force the government to sanction them to use their quirk. When this happened it created one of the most intense quirk battles to ever happen, no one knows which side was responsible for what happened next, and popular opinion was that it was all three sides together but the red clay mountain range was completely destroyed leaving 320 acres of arid red sand. The mountain range which was already a pretty hostile environment was turned into an incredible hostile desert.
The police force used this incident to make sure the people lost faith in their government and shortly after that the nation became a police state with the police force becoming the supreme authority within the nation. This freed them up to clean up the villains more easily but also tied their hands in other ways. Because they were now the authority figures of the nation they had to bow to popular opinion the way the government had to. Because of this even though being a vigilante was still very much illegal the vigilantes that garnered public love were turned a blind eye to as they helped the police force round up villains who until that point had pretty much overrun the nation.[break][break]
It was around this time that the nation began to stabilize and while their were still villains out there there were much less than before. However, this did not come without it's own issues as the villains began to become more organized and trained, they also began to train their quirks more looking to understand their powers better. This caused a more focused and smaller criminal element but those who were still around were much more dangerous. Eventually four villain gangs rose to prominence over all others becoming so influential in their coast that they pretty much ran all of the criminal underworld there. In order to combat this threat two vigilante organizations decided to ally in order to better wage war against them. The battles that followed were large with tons of collateral damage following them. This caused the Police Force to act.
The Police Force called for a ceasefire between what the newspapers were calling the three columns of power. With the police force telling the four corner of evil which was the title given to the villains gangs that they would cut down on the raids from them if they cut down on the violence and killings. While forcing the two faces of justice to promise to cut back on doing battle with the four corners of evil by promising to turn a blind eye to their hero work. Understanding that they would still need to butt heads from time to time for appearance reasons all sides (except one of the four corners of evil) decided it would be best for business to agree to said terms.[break][break]
Since then the nation has been in relative peace with no mass killings or quirk battles that were extremely intense. People have began to wonder how long the peace can hold as the rumors of the compromise are flying more than ever. Also the peace has given other gangs and organizations a chance to rise up. Also through the peace people have started to notice the corruption of the police force which is a lot harder to hide when you don't have gangs of villains blowing shit up all the time to hide behind.
